Doug was named Bouchard’s Chief Executive Officer in January 2009, after serving as the Executive Vice President of Sales since 2004. He has held the position of Sarasota Division Manager, Workers’ Compensation Division Manager and Property & Casualty Account Executive. Doug joined Bouchard in 1997 after graduating from Florida State University with a degree in Risk Management & Insurance. Under his leadership, Bouchard has created an internal Producer-in-Training (PIT) Program for recent college graduates and sales professionals new to the insurance industry. Doug is involved in the creation and improvement of Bouchard’s client resources such as Workers’ Compensation Department (CompPro®) and HR Benefits Resource Services Doug’s leadership and creative capabilities have proven valuable in branding Bouchard Insurance as a premier quality insurance agency. He is the third CEO for Bouchard Insurance since its inception in 1948, and looks forward to carrying the agency’s reputation of trust and integrity into future generations of Bouchard Insurance. Doug lives in Tampa with his wife Kristin, and his son and daughter, Nate and Mabry.

Matt Elsey, CPA
Chief Financial Officer
Matt Elsey has been Bouchard’s Chief Financial Officer since 2005. He joined Bouchard in 2000 as the Financial Controller for the agency. After graduating from Louisiana State University in 1989 with a degree in Accounting, Matt worked with large financial institutions in New York City and Luxembourg before relocating to Clearwater. While in New York, Matt obtained his MBA in Finance from St. John’s University, and subsequently obtained an MS in Taxation from Taft University. Throughout his professional career, Matt has earned several professional designations, including Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Internal Auditor (CIA) and Certified Information Systems Auditor (CISA). Matt’s community involvement includes serving as Board Treasurer for Pathfinder Outdoor Education, serving on the St. Petersburg College’s Business Management and Technologies Advisory Committee, and volunteering as a coach for the Clearwater Chargers Soccer Club. He lives in Clearwater with his wife, Sue, and their five children.

Ray has served as President and Chairman of the Board of Bouchard Insurance, Inc. He joined Bouchard in 1984 and specializes in providing comprehensive risk management consulting and agency services for clients throughout the southeast. Ray graduated from Florida State University in 1984 with a Bachelor of Science degree, and he holds Property & Casualty and Life & Health licenses. He is past Chairman of the Board for Associated Builders and Contractors of Florida and the Gulf Coast Chapter. He also served as the Insurance Division President of the Florida Bankers Association. He has been and is an officer and a member of several organizations such as Clearwater Chamber of Commerce, Leadership Pinellas, Clothes to Kids, Inc., and is a member of the Copperheads. Currently, he is the Vice President of the UPARC Foundation’s Board of Trustees. Ray served on the FCCI Insurance Group’s Agents Council (Past Chair) and the Hanover Insurance Company’s National Agents Advisory Council. He is a past Chairman for the CNA Insurance Florida PACER council and has served on regional and national committees for PACER. Most recently, Ray has been nominated to serve as a Board member of the Florida Insurance Agents Association (FAIA). Ray is married to wife Niki and has three daughters. They are members of the First Church of the Ascension - Episcopal Church. He enjoys golf, fishing, photography, and FSU and Buccaneer football.

Jeff joined Bouchard Insurance in 1997 two years after graduating from Florida State University with a major in Risk Management and Insurance. He has gone on to earn his Certified Insurance Counselor Designation and has completed four of ten parts of the Chartered Property and Casualty Underwriter Designation. He holds Property & Casualty and Life & Health licenses. Jeff is part of the ownership group of Bouchard Insurance and has been part of the long range planning team since 2006. He plays an intricate role in the development of sales talent and has been instrumental in program design. Jeff has focused his efforts in the health care sector and is recognized as an industry expert in senior living, home health care and hospice exposures. His community and professional activities have included Board Member of Alpha House Pinellas, Dunedin Rotary Club, Patron Member of Florida Hospice and Palliative Care Association, and Home Care of Florida Association. Jeff lives in Dunedin, Florida with his wife Michelle and four children, Trevor, Delaney, Ty and Payton.

Todd McWhirter, a Florida native, joined Bouchard Insurance in 1994. Todd is a Vice President with Bouchard Insurance, and specializes in providing comprehensive risk management and employee benefits consulting for clients all over the southeastern United States. Todd earned his Bachelor of Science degree in Risk Management and Insurance from Florida State University. He obtained the Certified Insurance Counselor (CIC) professional insurance designation in 1996, and he holds insurance licenses in both Property & Casualty General Lines and Life & Health Insurance. His professional activities include being a member of the Florida Association of Insurance Agents, Professional Insurance Agents of Florida, and he is a former Executive Board member for the Tarpon Springs Chamber of Commerce. His charity involvement includes chairing a large fundraiser for a local hospice, being a member of The Copperheads and volunteering for the YMCA. Todd, his wife Dana, and their two sons, Powell and William, live in Crystal Beach.
