Rick Bouchard, CPCU
Chief Executive Officer
Rick Bouchard has been Bouchard’s Chief Executive Officer since 2001. He has held the position of President, Vice President, Sales Manager, Countryside Branch Office Manager and Commercial Property & Casualty Account Executive. Rick obtained his B.S. degree in Insurance from the University of Florida. He holds licenses in Property & Casualty and Life & Health and has earned the designation of Chartered Property & Casualty Underwriter. His community and professional activities include, past board member of the First United Methodist Church in Dunedin, Florida, past board member and President of The Long Center, member of The Executive Committee, Tampa, Florida, member of Amerisure Insurance Company Advisory Council and an Executive board member of PACT, Inc., the operating entity for Ruth Eckerd Hall. He is a lifelong resident of Pinellas County, married and has three children.

Tim Bouchard CPCU, CLU, ChFC, ARM
Chief Operating Officer
In 1984, Tim joined the Bouchard Insurance agency and assumed management positions of Vice President and General Manager until 2001. His current focus as Chief Operating Officer is in the management of all insurance operations to ensure the integration of Bouchard’s resources to best serve our customers.
An insurance professional with more than 24 years experience, Tim has been involved in developing systematic approaches to risk management through CompPro™ and The ClearTRAC™ System. Under his leadership, Bouchard Insurance has grown to become one of the larger, more prominent agencies in Florida specializing in workers’ compensation and comprehensive risk management solutions.
Tim was born and raised in Clearwater, Florida. He obtained his MBA from Georgia State University in 1983 and his BSBA (with Honors) in Insurance and Risk Management from The University of Florida in 1980. Tim was an assistant to the General Manager at Hass and Dodd Insurance, Atlanta, GA (1982-83) and a Commercial Underwriter for Nationwide Insurance, Gainesville, FL/Raleigh, NC (1980-82). He has earned several designations including Chartered Property Casualty Underwriter (CPCU), Chartered Life Underwriter (CLU), Chartered Financial Consultant (ChFC) and Associate in Risk Management (ARM).
Tim serves on the Board of Directors of Bouchard Insurance. Formally, he served on the Board of the Clearwater For Youth Organization and the All Children’s Hospital Foundation. He has been President of UPARC and the Long Center Foundations.
Tim has been an Instrument Rated Private Pilot since 1995. He resides in Crystal Beach, Florida with his wife Angela and son Tanner. He is an active member of the Palm Harbor Community Church.

Ray Bouchard, CIC
President
Ray has been President of Bouchard Insurance, Inc. since 2001. He joined Bouchard in 1984 and specializes in providing comprehensive risk management consulting and agency services for clients in Florida. Ray graduated from Florida State University in 1984 with a Bachelor of Science degree. He is past Chairman of the Board for Associated Builders and Contractors and has served as the Insurance Division President of the Florida Bankers Association. Ray holds Property & Casualty and Life & Health licenses. Ray received Client Retention awards in 1994, 1996, 1998, 1999 and 2000 and was named Producer of the Year 2003 and 2005. He was awarded Employer of the Year by the Insurance Women of Upper Pinellas in 2001. He has been and is an officer and a member of several orga nizations such as Clearwater Chamber of Commerce, Leadership Pinellas-Class of 1994, Clothes to Kids and Dunedin National Little League. Ray is married to wife Nicole and has three daughters. He enjoys golf, fishing, photography, FSU and Buccaneer football.

Earl Horton, CPCU
Executive Vice President
Earl began his insurance career in 1971. From 1971 to 1985, he worked as an Underwriter, Property Appraiser, Account Representative, National Accounts Manager and District Manager for Lumbermens’ Underwriting Alliance. In 1985, he joined the independent insurance industry and held the office of President of Robbins Insurance (which later merged into OneSource Group). He served as Chief Executive Officer and Chairman of the Board for OneSource Group, which was acquired by Bouchard Insurance in 2001. Earl is one of the five principal stockholders, the Executive Vice President and a member of the Board of Directors for Bouchard Insurance. Earl earned a Bachelor of Science degree in Business at the University of Missouri. He holds Property & Casualty, Life, Health and Surplus Lines licenses. Earl was the President of The Suncoast Chapter of CPCU from 1987-1988, President of The Independent Insurance Agents of Greater Tampa from 1991-1992, Director of The Florida Association of Insurance Agents from 1993-1996, President of The Children’s Museum in Tampa from 1993-1994, and Officer of the Tampa Yacht and Country Club from 2001-2003. He has been on the executive committee of the Florida Association of Insurance Agents since 2004 and currently serves as its Chairman. In 2005, he received a legislative appointment by House Speaker Allan Bense to serve on the Board of Governors for Citizens Property Insurance Corporation. Earl resides in Tampa, Florida with his wife Dr. Nancy Horton and their daughter and son (Sarah and Harrison). His hobbies include boating and tennis.

Sam Lupfer, AAI
Division President
Sam became a third generation insurance agent in 1979, when he joined his father and grandfather at Lupfer-Frakes Insurance. In 1991, he was elected President and CEO and today leads the Central Florida Division of Bouchard Insurance. In addition to his responsibilities to his clients, Sam is actively involved in his profession and community. He has served on the National Agents’ Advisory Councils for Fireman’s Fund and Cigna Insurance Companies and his current community leadership includes: 2006 Chairman, Kissimmee/Osceola County Chamber of Commerce, graduate Greater Orlando Leadership Foundation, and Trustee City of Kissimmee General Employees Pension Board. Sam is a director of CenterState Banks of Florida (CSFL) and founding director of First National Bank of Osceola County. Due to his long-standing commitment to his community and business, the Orlando Business Journal recognized Sam as one of the 10 most influential businessmen in 2004. Sam earned a bachelor’s degree in business administration from the University of Central Florida and has attained the Accredited Advisor in Insurance designation.

Doug Bishop, AAI
Executive Vice President Sales
Doug has been Bouchard’s Executive Vice President of Sales since October of 2004. He has held the position of Sarasota Division Manager, Workers’ Compensation Division Manager and Property & Casualty Account Executive.
Doug joined Bouchard in 1997 after graduating from Florida State University with a degree in Risk Management & Insurance. He is currently responsible for leading the charge of organic growth within the agency including the mentoring and training of young producers.
Under his leadership, Bouchard has created an internal Producer Training Program for recent college graduates and sales professionals new to the insurance industry. Doug is involved in the creation and improvement of Bouchard’s client resources such as the Workers’ Compensation Department () and the newly created HR Benefit Resource. Doug’s leadership and creative capabilities have proven valuable in branding Bouchard Insurance as a premier quality insurance agency.
Doug lives in Tampa with his wife Kristin, and his son and daughter, Nate and Mabry.

Matt Elsey, CPA
Chief Financial Officer
Matt has been Bouchard’s Chief Financial Officer since 2005. He joined Bouchard in 2000 as the Financial Controller for the agency. After graduating from Louisiana State University in 1989 with a degree in Accounting, Matt worked with large financial institutions in New York City and Luxembourg before relocating to Clearwater. While in New York, Matt obtained his MBA in Finance from St. John’s University, and subsequently obtained an MS in Taxation from Taft University. Throughout his professional career, Matt has earned several professional designations, including Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Internal Auditor (CIA) and Certified Information Systems Auditor (CISA). Matt’s community involvement includes serving as Board Treasurer for Pathfinder Outdoor Education, serving on the St. Petersburg College’s Business Management and Technologies Advisory Committee, and volunteering as a coach for the Countryside Youth Soccer Association. Matt lives in Clearwater with his wife, Sue, and their five children.
